Kamusta, my dear travellers!

There is something special about travelling across the Philippines. On any given morning, you may be gazing at the sun as it rises over Manila Bay. At lunchtime, you could be strolling along Boracay’s white sands. You can now be savouring fresh seafood in Cebu, watching the waves roll towards the shores of Siargao or discovering the green landscapes of Mindanao a few days into your trip.

The Philippines has over 7,000 islands, offering countless destinations to explore. When travelling between these, though, it’s not uncommon to get one question:

How much should you really budget for domestic flights?

The low fare you first see on your screen may not reflect the final price. Then you add checked baggage, pick a seat, select a convenient departure time and you arrive to the payment page. Now the number seems quite different.

That’s why I would like to see what travellers can expect to pay for their journeys. Learning about the costs of a trip to the Philippines can make the trip a lot easier for anyone who is visiting for the first time, visiting family, or embarking on a long island hopping trip.

Welcome to World Pinoy Flights, where we’ll help you plan your Philippine adventures with a bit more confidence, and a lot more excitement.

How Much Do Domestic Flights Cost in the Philippines?

Flight fares in the Philippines are determined by route, travel dates, airline, the amount of bags you need, and the time of booking tickets. Travel between the major cities is reasonable, and flights to less-popular islands or destinations may be more expensive.

For the most common domestic routes, you can expect to pay approximately ₱1,500 to ₱5,000 for an economy round-trip ticket. Promotional fares may be cheaper on some dates, and when travelling during busy periods or making last-minute bookings, or when travelling to less popular destinations, fares can be considerably higher.

So, during a true holiday, what is the price of domestic airfares in the Philippines? It’s important to know the cost by looking at individual journeys, not a national average.

The prices listed below are indicative planning prices and are based on route searches and published fare examples around November 2026. These are not the set prices of an airline. Please confirm final fare to your own dates prior to booking.

Each of the routes is unique. Some link busy towns with regular daily flights; others lead to the smaller islands where fewer options might exist for travelling by air.

These are some of the popular trips to get you started planning.

Cebu is one of the most convenient gateways for the Philippines’ island adventures. It is a vibrant city, with stunning beaches, historic sites and proximity to nearby attractions like Bohol and Siquijor.

Manila to Cebu is a busy domestic flight, in which there are multiple airlines for the trip. This provides more time and choice for travellers to check departure times and prices.

The fare quotes for the selected November 2026 dates were found in selected fare searches, with the Manila-Cebu route quoted at around ₱2,100 to ₱3,350. Other flights and dates may be more expensive, especially during peak travel seasons.

When looking for the manila to cebu flight price, keep in mind that the lowest fare isn’t necessarily the most convenient. An early flight might save you some money, but you should factor in how you will get to the airport and the need to book accommodation for the night before.

Cebu is also an ideal gateway city for those going to several islands. Depending on where you’re headed, you can connect to another domestic flight or proceed to the destination by ferry.

2. Manila to Boracay – Your Journey to White Sand Beaches

Boracay is famous for its soft white sand, clear water and beautiful sunsets. This is not surprising why so many travellers have it in their Philippine holiday plans.

Godofredo P. Ramos Airport (MPH) in Caticlan is the most convenient airport for Boracay. After that, you will have to go to the port and then cross the boat to the island.

Selected Manila–Caticlan fares were listed recently at ₱2,100–₱3,100, but may be higher during certain busy travel dates. There is a possibility of a few promotional fares, but they should not be considered a discount on the normal prices.

Another option is to get to Kalibo Airport (KLO) by air. Sometimes, flights to Kalibo are more affordable, but it takes longer to reach the Caticlan port, and requires a transfer by road.

If you compare the two airports, you need to factor in the transfer cost and time. If you are paying a lot more in transport after your flight, then it may be not well worth saving a bit on your flight.

3. Manila to Davao – Exploring the Southern Philippines

For those who are looking to explore the other side of the Philippines, Davao is a fascinating place to visit. It is a place of food, local markets, green environs and natural attractions.

Selected Manila-Davao fares around ₱2,900 – ₱4,300 were observed in recent searches, for November and December 2026. Fare may vary from airline to airline, depending on flight time and availability.

This path is handy for visitors travelling to Mindanao for family and folks wishing to venture beyond the nation’s more well-known beach resorts.

If Davao is part of a longer holiday, compare the cost of returning to Manila with the possibility of flying onwards to another city. An open-jaw trip is one where you will go into one city and come out of another, which could save time and possibly money.

4. Manila to Iloilo – A Taste of Western Visayas

Iloilo boasts charming old neighbourhoods, delicious local cuisine, friendly local communities and coastal getaways. It is also a feasible access point to other areas in Western Visayas.

A sample of fare quotations from November 2026 revealed that tickets for Manila–Iloilo cost between ₱2,080 and above. This may be different from your own prices.

Those who want to go to Guimaras can take a ferry from Iloilo. This is a good example of the possibilities that exist within one flight to another without having to take another flight to another place.

5. Manila to Siargao – A Journey to Island Life

That’s Siargao’s pace. It’s a popular place for surfers, nature enthusiasts and travellers looking for a more relaxed island experience. Picture palm lined roads, bodies of water, peaceful beaches, and lazy nights.

Some flights to Siargao may be more expensive than some city to city routes. Selected fares for November 2026 and early 2027 ranged at approximately ₱3,770 to ₱5,000, with some days having higher fares.

When checking the airport before booking, make sure to thoroughly inspect the airport. Siargao is served by Sayak Airport (IAO), routes and flights may vary. You may have to go through another city depending on the date.

It’s especially crucial to compare the overall cost of the trip, and not just the original flight cost, for this destination.

6. Cebu to Bohol – A short journey between two beautiful islands!

The Chocolate Hills, the countryside, the rivers and the beautiful beaches are the highlights of Bohol. But travellers should be aware that it is not always the best option to fly to it from Cebu.

Alternatively, there is a ferry ride between the two cities of Cebu and Tagbilaran. It might be easier than flying, if you’re thinking about the time you’ll need for your airport check-in and transfer.

This is one key consideration when making your home trip plan, the cheapest or quickest-looking flight might not be the most suitable mode of transportation. Sometimes it’s better to take a ferry.

Domestic Flight Price Guide at a Glance

Popular routeIndicative one-way budget
Manila – Cebu₱2,000–₱4,500
Manila – Caticlan (Boracay)₱2,000–₱5,000
Manila – Davao₱2,800–₱5,000
Manila – Iloilo₱2,000–₱3,500
Manila – Siargao₱3,700–₱6,000+

These are planning estimates, and do not guarantee fares. Actual prices depend on travel dates, airline, availability, baggage and booking conditions. The Cebu–Bohol journey is included as a transport comparison because ferry travel is often the more practical choice.

Why Do Domestic Flight Prices Change So Much?

Rows of passengers seated inside an aeroplane cabin for domestic flights in the Philippines

It is possible to find different prices for the same route on two separate days. It can be confusing particularly if you are attempting to plan a holiday on a fixed budget.

These changes are for several reasons.

1. The Time of Year Matters

The Philippines has high-travel seasons when more people wish to travel by air. There is sometimes a greater demand during Christmas, New Year, Holy Week, school holidays and long weekends.

For instance, a flight from the Philippines to Cebu or Boracay might be cheaper on an average weekday as opposed to a holiday week. Often popular islands destinations can also be costly if there are high demands for accommodation and activities, too.

If you have flexibility, look at a couple of days prior and after the day you want to leave. Sometimes a small change could make a noticeable difference.

2. How Early You Book

It is better to book in advance so that there is a greater chance to select from the fare options which are available. It does not imply that you will have the most affordable early booking; however it does mean that you may not have the options available should you leave it until the last minute.

If the dates are set, begin booking a trip as early as you can if your plans are reasonably set. It makes sense to look further into the future if you’re travelling around Christmas time, Easter time or any other high-demand period.

3. The Destination and Route

Not every flight or airline will be on every route. Larger island destinations may offer fewer services, and major city connections may offer more.

This could impact on philippines domestic flight cost. Routes that are popular are likely to have more frequent flights, providing more flexibility in fare comparison. There is less flexibility in routes using limited services.

4. Flight times and available seats

Prices may differ for early morning, evening and weekend flights compared to less popular times.

There are also various fare types for which airlines offer seats. the lowest-priced seats sell out, the next seat may be at a different price.

That’s why a one-time walk on a route may not provide a complete picture.

5. Special Events and Local Demand

There may be increases in demand for flights and hotels during festivals, sporting events, concerts and regional celebration events.

For instance, tourists that would head to a popular festival can book their flights ahead of time for months. When travelling to a local celebration, make sure to plan your trip together.

What Is Included in Your Domestic Flight Ticket?

Here is where many travellers err in budgeting.

You notice a low fare and get excited and book it right away. However, the basic ticket might not contain the complete information you require.

Before paying, check the following:

Cabin baggage: Airlines have rules about the size, number and weight of bags you can bring onboard. The hand-carry allowance is usually limited with Cebu Pacific and AirAsia Philippines, so please check the latest hand-carry policy before your journey.

Checked baggage: A basic low fare might not cover the cost of a checked suitcase. Usually, you can buy your baggage when booking the ticket or access to the manage-booking part of the airline’s website. It’s usually more convenient and cheaper to add it early than to wait at the airport.

Seating: This could entail paying for seats next to family and friends. You probably don’t need this extra if you’d rather have an automatic seat assignment.

Meals & refreshments: They may be able to buy food and drinks, depending on the airline & flight. If the trip is short you could have a suitable snack to take.

Restrictions: Low cost fares may have restrictions. Carefully read the fare conditions before booking and if the plans are likely to change, you should take this into account as well.

For instance, Cebu Pacific’s published baggage policy indicates that for some of its fare bundles, checked baggage is included, but for its basic fare, it is not. The online domestic baggage rates are also available and indicate that prepaid baggage may even be cheaper than purchasing it at a domestic airport. Please make sure to confirm the conditions of your booking.

The takeaway from the lesson: the final price can be very different from the advertised fare.

How Much Should You Budget for a Domestic Flight?

Instead of asking only for the cheapest ticket, think about the complete amount you will spend.

Here is a simple example of how a traveller might plan for a one-way flight:

ExpenseExample budget
Basic flight fare₱2,500
Checked baggage₱1,000
Seat selection₱300
Airport transfer₱300
Food and small extras₱300
Estimated total₱4,400

This is an example budget, not an airline quotation. The actual ticket price can vary depending on the route taken and the contents of the ticket.

If a traveller has just a small cabin bag, the amount can be a lot less. If a family is travelling with multiple suitcases, they may wish to give more.

In making your domestic flight budget Philippines, keep in mind that you need to budget for transportation to and from the airport. A few airports may be situated a bit further from the tourist zone, and an inexpensive flight might not seem so appealing when combined with an expensive transfer.

Which Airlines Operate Domestic Flights in the Philippines?

Some airlines fly between the country’s major cities and the islands. They do not run the same routes, times or fares, so check them out before you book.

Cebu Pacific

Cebu Pacific is one of the leading low-cost airlines in the Philippines. It flies numerous domestic and regularly offers discounts.

It may be a good choice if you are not attached to a particular travel date, are willing to pay additional services separately.

Pay attention to the negotiable details like baggage, seat and change conditions before confirming booking.

Philippine Airlines

Philippine Airlines provides domestic flights from Manila to various destinations in the Philippines. It might be appropriate for travellers who want to compare various travel services and types of travel.

Please do not presume that all PAL tickets will contain the same level of luggage/content and flexibility. Check the terms of fare purchased.

AirAsia Philippines

Another airline to look at when it comes to domestic routes is AirAsia Philippines. It may also have promotional fares occasionally, but the lowest fare advertised could only be available for certain travel dates and seats.

Consider the total cost of the booking, including any desired seat or baggage options.

Sunlight Air

Selected domestic destinations are also available, via Sunlight Air. It may offer you an alternative comparison when it comes to trips to island destinations, depending on your path.

The airline may not run all routes, so be sure to look at the schedule before planning an itinerary around a specific flight.

How to Find Cheap Domestic Flights in the Philippines

Best fare is not necessarily the first one you find. A bit of planning can be helpful to make a better choice.

Be Flexible with Your Dates

Where possible, make comparisons on different days of departure. Travel on Tuesday or Wednesday might be cheaper than on a hectic Friday or Sunday, but this isn’t always the case.

Do not just check one date; instead, use a calendar to examine a time period. You may discover that moving your trip by one or two days makes a difference.

Compare the Final Prices

Don’t just take the headline fare when looking for cheap domestic flights Philippines.

Confirm the booking details and add the services for the bag, seats, etc. that you actually need. Compare the overall figures between different airlines.

If there is more than one suitcase you need, and one of them is a little more expensive, you may want to consider that option.

Travel Light

If you’re able to get by with a small cabin bag you may not need to pay for checked bags. This can prove to be particularly convenient for short trips between islands.

However, be sure to read the latest in-cabin baggage policy from the airline. Please note that rules for all carriers are not the same.

Avoid Unnecessary Connections

A connecting flight sometimes can cost less than a direct service, but it can also be time-consuming and risky as well.

Be aware that if booking separate tickets, the second airline may not be protective of your interests should the first be delayed. Leave enough time in between the individual bookings, particularly between airports.

Watch for Airline Promotions

On the other hand, some airlines offer special deals with good introductory fares. These may be helpful to you if you can travel on the dates of the promotion.

Carefully read the booking and travel periods. Promotional fares may only be available on a limited basis, and other services may be subject to extra charges.

Consider Nearby Airports

It’s sometimes possible to find an alternative airport. Caticlan and Kalibo, for instance, can be compared with Boracay.

However, don’t compare the air ticket, only. Add road transfer, ferry or other mode of transportation to get to your destination.

What Is the Average Domestic Airfare in the Philippines?

There isn’t a typical fare for an all domestic trip. A short flight from one of the main cities can be cheaper than a longer flight to a smaller island – and can vary significantly according to season.

For a broad planning guide travellers can use the following approximate planning bands:

  • Short/Competitive routes: ₱1,500 – ₱3,000 per trip, depending on availability of appropriate fare rates.
  • Popular city and island routes: around ₱2,000–₱5,000 one way.
  • Routes with fewer services or strong seasonal demand: ₱4,000–₱7,000 or more may be needed.

These are not national averages published, but rather budgeting bands. A true average domestic airfare Philippines number would have to take into mind the route, date, airline, fare type and whether it involves baggage.

In your individual trip it’s better to compare the exact route and dates that you plan. This will give you a better idea of what to save for.

Will the Philippines be better served by air travel?

Not always. Ferries and boats are crucial components of the transport system in the Philippines, which is an island nation.

Many hours can be saved on some trips by a domestic flight. Others may prefer to take the ferry.

Here are a few examples:

Cebu to Bohol: A ferry is a popular way to travel between Cebu and Tagbilaran. Before searching for flights, it is advisable to see the ferry timetable and the costs of the tickets.

Cebu to Siquijor: A ferry ride may be a viable alternative to reach Siquijor depending on your travel plans.

Manila to Boracay: Flying to Caticlan is convenient, but you still need a short boat transfer to Boracay. The road trip is greater but flying to Kalibo can be cheaper on certain days.

Manila to Puerto Princesa: A flight is a practical choice for reaching Palawan’s capital. From there, one can head by road to more destinations.

An itinerary doesn’t have to consist of only flights. You can travel by plane, ferry, and car to see more of the country that will also fit your budget.

Does the Philippine Travel Tax Apply to Domestic Flights?

It is important to resolve this point before you begin to work out your travel budget.

A travel tax imposed by the government on eligible travellers departing the Philippines to foreign countries is known as Philippine travel tax. Not a general tax levied on each domestic flight between islands in the Philippines.

The travel tax rules and current rates and exemption information is published by the Tourism Infrastructure and Enterprise Zone Authority (TIEZA). The amount of published full economy class travel tax for taxable passengers travelling abroad is ₱1,620. These passengers may be eligible for discounted fares or even free travel.

For those travelling from Manila to Cebu, Davao, Iloilo or other destinations in the Philippines, the international travel tax shouldn’t be included in the domestic flight costs.

Domestic passengers can still be charged the airport passenger service charges or terminal fees, if applicable. This is not the international travel tax and usually will be part of the ticket price.

If you are travelling overseas after your domestic trip, you will need to determine if you are travelling overseas as part of your ticket and if you are, whether you have already paid your travel tax or not.

Is the Philippines Expensive for Domestic Travel?

There are different types of holidays that can be accommodated in the Philippines with different budget amounts, however.

When you book in advance, travel light and take advantage of public transport and multi-destination ferries you can see more without breaking the bank.

However, if you’re booking at the last minute, travelling during busy holiday periods, staying at luxury hotels or having multiple private transfers, it can start to cost a lot more to travel to and from the islands.

So, is the Philippines expensive? There is not a simple answer to it. Cost of a city break can be quite low, whereas a more exotic location will require more spending on transport.

Instead my suggestion is to determine what experiences are important. Plan your travels carefully and save money on the ones that are necessary and consider other travel methods when flying isn’t.

A Few Things to Remember Before Booking

Before paying for your ticket, please review these details:

  • Check the airport code and destination. There are multiple airports on some islands.
  • If you have another ferry or flight to catch, be sure to verify the times of departure and arrival.
  • Check the baggage limits and check the size of your bags.
  • Find out if seat selection is a free or added-on feature.
  • Read the policies governing changes, cancellations and missed flights with the airline.
  • Ensure that your identification is in your name.
  • Have booking confirmation and boarding pass handy.
  • Give sufficient time to head to the airport, check in and pass security.

If you have separate connecting flights, make sure a flight delay on your first ticket cancel the next flight if it does. People tend to do a longer connection than attempting a very tight transfer.
